This metal Imperial Guardsman was from the Rogue Trader period of Warhammer 40K. He appears in White Dwarf #110 credited to Mark Copplestone as part of the 4010 range, part number 401016.
He needed a plastic left arm. I can’t seem to find my pre-basing pics of him.
