This is Trooper Bruce, from the Rogue Trader-era Imperial Army or Imperial Guard. He’s a 1987 sculpt, though I don’t know who sculpted him. He has “ARMY” on the front and 1987 on the back of his tab.
He also appears in the 1989 Trade Catalogue (Summer) in set 072019/2.
